Condition Surveys

Without a doubt there is increasing focus on the use of good quality data to assist the decision making process in respect of Local Authority Assets. Already this year two reports have been produced, one by HM Treasury, the second by Audit Scotland, detailing this need.

An important starting point within this process is the collection of data on the Condition of the Stock and establishing both a backlog  and forward maintenance profile.

CIPFA Property has developed a highly efficient and cost-effective methodology for collecting Condition Survey data using PDAs

The format of the survey will allow for translation into a profile of need for a selected number of years for example five years.  The selection of a five year time-scale is considered optimum for assessment of condition, as well as meeting acceptable budget cycles.

With reasonable accuracy, it can be predicted that the findings of the survey will identify investment needs well beyond the scope of the current budget provision. The findings of the survey will, therefore, be prioritised in accordance with the policy objectives of the Client to assist the management decision for final programmes of work.
