The 2009 CAA Key Lines of Enquiry (KLOE) for Use of Resources consider than an organisation performing well compares its performance through benchmarking against other similar asset holding organisations on selected industry standard performance measures and uses this to drive performance improvement. This terse sentence conceals a great deal of hard work for any organisation.
Measuring and managing performance in public sector asset management has, since 2000, moved from a mandatory culture of producing the required measures (whilst criticising their definitions) to a more mature culture of requiring a small number of measures and allowing organisations to select and benchmark other measures that are suited to their objectives and business area. This perhaps reflects the reduction in the plethora of indicators used in other areas of government, and evidences in the reduced single set of 200 National Indicators (which includes just two relating to asset management).
