In deciding how our organisation is going to shape its services and its building stock, decision makers need to have regard to access to buildings. The Disability Discrimination Act (DDA) 1995 and the DDA 2005 gave a statutory framework for any organisation in the private or public sector to provide for services users or employees/prospective employees who may have disabilities. (The DDA 2005 imposes additional positive duties on public sector organisations to promote equality for people with disabilities).
It is perhaps unfortunate that the two Acts have concentrated attention on conformity with statutory requirements, rather than the wider benefits of trying to make services and buildings more accessible to as many people as possible.
