In considering capital schemes, organisations should have robust internal scoring systems which take into account corporate priorities (and thus may change from year to year as the priorities alter). Schemes should also align with the asset strategy and corporate/service asset management plans. They should not come out of the blue but should be part of a clear road map to achieve the aims of the organisation through asset change.
