The 2006 Local Government White Paper Strong and Prosperous Communities set out a clear direction to enable local people and local communities more influence and power to improve their lives by giving people a bigger stake in the future of their areas. The benefits to be gained from communities owning or managing local assets can include improvements to local economies, societies and environments, but there is often uncertainty as to what can be achieved and how it can be put into practice.

Large public sector organisations which have been involved in asset transfers in the past, or expect to receive approaches about them in the future, need to consider what their corporate approach will be: what criteria should they fairly set to allow equitable access to community asset transfer.
