Audit Commission - CAA and Use of Resources
From April 2009, CPA in England has been replaced by Comprehensive Area Assessment (CAA) which now moves away from an assessment of services provided by individual local authorities to an assessment of public services in an area delivered by councils and their partners, such as the NHS, fire and police services, and parts of the private and voluntary sectors. The CAA still includes a Use of Resources assessment, placing added emphasis on how well assets are used in a wider context across partner organisations. The CAA framework gives clear indications of how effectiveness and efficiency in the use of assets can be improved.
