Highways Asset Management Planning

The Highways Asset Management Planning Network which is partnered with ADEPT(formerly the County Surveyors Society)  and supported by the Department for Transport has been running for six years and has established itself as the first point of call for many Local Authorities seeking information on Asset Management Planning in relation to Highways and Transportation. 

Our Membership is still growing, most often through word of mouth, which helps to demonstrate the value and relevance that our members are receiving from the Network and the importance of Asset Management across Local Government and the rest of the Public Sector.

Through our partnership with ADEPT, the continuing support from the Department for Transport and our own experience of supporting Authorities in a changing local government world, the HAMP Network can provide unparalleled support.

If ever there was a time when the spotlight was going to be fully on the management and maintenance of the highway network, it is now.

There are demands upon us to seek new and innovative ways of doing things.  Some of the key things that will impact on highway asset managers over the next twelve months include:

  • Going the Distance > (Audit Commission, May 2011) which:
    • Highlighted weaknesses and inconsistencies in highway maintenance around the country,
    • Called for a more strategic approach which resists a ‘worse-first’ mentality to highway maintenance and which applies asset management principles to investment decisions.
    • Identified the need to address the barriers to exploiting potential savings and efficiency opportunities from procurement collaboration, and,
    • Recommended that Authorities develop better sets of inventory data.
  • Implementation of the CIPFA Code of Practice on Transport Infrastructure Assets, which provides the framework for the valuation of the highway network and compliance with Whole of Government Accounts (WGA).
  • The increasingly important role that Life Cycle Planning will have in making less money go further, against substantial increases in cost inflation and projected growth in road transport.
  • Launch of new carriageway and structures DRC toolkits
  • Requirement to generate the first land valuations for GRC calculations
  • The emerging outcomes from HMEP and practical ways of delivering efficiencies in the maintenance of the highway network.
  • Developing and maintaining levels of service in the context of the ‘Localism’ agenda
  • Coping with an environment of financial cuts and competing internal demands for revenue budgets.
  • Increasing public scrutiny of spending decisions and their impact on the condition of the road network.
  • The demise of SCANNER funding from DfT and the need for Authorities to find (and fund) alternative means of gathering condition data.
