Construction and Property Advisory Service
The Construction and Property Advisory Service has been running for over 15 years, and continues to be an essential resource for property staff in Local Government - as the first port of call for the majority of Authorities in England, Scotland and Wales seeking information on the latest developments in the world of property.
The coming 12 months will continue to be challenging for Authorities in the following areas:
- The current economic climate and pressure on capital and revenue budgets
- Getting the best out of the Investment Property Portfolio
- Securing capital receipts to prop up dwindling capital budgets
- Making savings in property running costs within constrained revenue budgets
- Responding to the impact of the Localism Act
- Challenging the use and occupation of property assets to ensure that optimum social, environmental and economic outcomes are being obtained
- Pressure on the local economy, in particular local high streets and attracting investment
- Responding to the increasing impact of the new Academies and Free Schools
- The impact of IFRS (International Finance Reporting Standards)
- Keeping assets open and well maintained within reducing maintenance funding
- An increasing focus on improving maintenance delivery rather than new build solutions
- Developing detailed business cases for the Welsh 21st Century Schools programme
- Responding to the Sustainability Agenda and the adoption of best practice approaches to Sustainable Construction
- Increasing evolvement of the shared services agenda and the pressure from both the UK Government and Welsh Government to collaborate
- The impact of the Localism Act, including Community Right to Bid
- The introduction of self-financing to Local Authority Housing
- Exploring new ways of raising finance through asset backed vehicles and TIF
In response to these on-going challenges, we have put together a comprehensive programme of Events for the year ahead including:

- Developing a Repair & Maintenance Strategy
- Housing Stock Valuation
- Getting Returns from Property
To help ensure you can conveniently attend, events will be held at various regional locations across England, including London, Leeds, Manchester, Chester and Bristol. Dates and details of all the forthcoming CPAS events can be found here.
We understand both the changes that you need to make and the outcomes you have to achieve, as well as the constraints, barriers and difficulties that you face. Membership of the Service will be essential to you in moving forward constructively during this challenging year; it will provide you with a constant companion to ensure that you are up-to-date with all the latest developments, information, knowledge and best practice.

Membership
You choose which Delegate place Subscription you wish to subscribe to; Subscription for England and Wales runs from 1st March until 28th February and in Scotland from 1st April until 31st March; you can utilise your FREE places at any of the CPAS Events within the subscription period - please note that delegate Places are per the subscription Period and NOT per CPAS Event.
If you join midway through the subscription period Delegate Places and Cost are NOT pro rata you need to subscribe to the number Delegate Places that you hope to utilise fully before subscription expiry.
