CIPFA - Performance in Public Services: Property

Construction and Property Advisory Service

The Service has been running for 15 years and continues to be an essential resource for Property staff in Local Government by becoming the first port of call for the majority of Authorities in England, Scotland and Wales seeking information on the latest developments in the world of Property.

The coming 12 months will continue to be challenging for Authorities in the following areas:

  • A new coalition government and significant policy shift.
  • The ramifications of the proposed Local Government (Wales) Measure
  • The impact of the proposed Education (Wales) Measure
  • The Scottish Parliament General Election and the changes this may bring
  • The Scotland Bill
  • Effective Public Bodies Programme
  • The outcome of The Christie Commission
  • The current economic situation and pressure on capital and revenue budgets, particularly the 21st Century Schools Programme
  • Getting the best out of the Investment Portfolio
  • Keeping up-to-date with Landlord & Tenant case law and the latest valuation techniques
  • The impact of IFRS (International Finance Reporting Standards)
  • Responding to the Sustainability Agenda and the adoption of best practice approaches to Sustainable Construction
  • Increasing evolvement of the shared services agenda and the pressure to collaborate
  • An increasing focus on improving maintenance delivery rather than new build solutions
  • The impact of changes to European legislation and case law in procurement
  • The critical role of Option Appraisal in project planning, including analysis of risk and sensitivity
  • Embracing Whole Life Considerations, both strategically and in construction projects
  • The impact of landmark Health & Safety prosecutions within Construction & Property

In responding to these challenges you face we have built a comprehensive programme of Events for the year ahead including:

  • Property Data Requirements and Management
  • Crisis what Crisis
  • Landlord and Tenant / Rent Review
  • Finance for Property People
  • Competition Act and Best Consideration
  • Statutory Compliance
