Nowhere to Hide - the application of EC procurement rules to Property Related Public Sector Contracts
Public procurement rules are changing and growing in complexity at a rapid pace; there have been a series of landmark court decisions in recent years which has resulted in courts overturning awarded contracts and imposing substantial damages against Public Sector Organisations. EC Procurement rules are now really biting and Public Sector Organisations need to take prompt action to avoid the situation becoming more critical.
Understanding EU Procurement Rules has been specifically designed to assist Property Practitioners within Public Sector Organisations to deal with the massive impact that the forthcoming changes will introduce to future public procurement arrangements.
The current economic climate along with constrained budgets and a continued focus on procurement acting as a lever for Public Sector Performance Improvement means that Public Sector Organisations must be fully compliant with appropriate legislation.
The stark reality is that those Public Sector Organisations which fail to review their current procedures could come under significant legal pressure from aggrieved bidders which could jeopardise much needed public infrastructure projects and the efficiency of the Organisation.
