A new Transport Infrastructure Assets Code aimed at supporting an asset management planning approach to the provision of financial information about local authority transport infrastructure has been
launched by the Chartered Institute of Public Finance and Accountancy (CIPFA).
Work commissioned by HM Treasury and the Department for Transport led to a review of accounting, management and finance mechanisms for local authority transport infrastructure. The Code was the final result of this and was launched following a period of consultation.
Highways are a major asset for local government and for the country as a whole and yet measuring, maintaining and accounting for them has been beset with difficulties and a lack of consistency. The Code requires each authority to develop a single set of financial information about their assets that is robust and consistent between authorities.
Use of the Code will facilitate reliable, evidence based asset management, more effective long term planning and give potential to deliver efficiency savings and service improvements. It will also produce financial information that meets the requirements of Whole of Government Accounts (WGA).
Ian Carruthers, CIPFA's Policy and Technical Director said:
'This new CIPFA Code will allow local authorities to make a step change in the way that they manage their infrastructure assets. This will allow these assets to be used and maintained in a more efficient way during a period when the public finances will be under considerable pressure'
